The SOMPO Museum of art in Shinjuku has a collection of works including Van Gogh’s Sunflowers, Gauguin, Cézanne, and others.

Of course, Japanese artist Seiji Togo’s works are also there and the Museum is dedicated to him.

While there is no dedicated observation deck, from the observation corridor, you can enjoy the wonderful view from the 42nd floor.
