This park opened in 1996 in Daiba, Minato-ku, just north of Odaiba Seaside Park. It is adjacent to an elementary school, a junior high school, and a kindergarten and is used as a place of relaxation for the residents in the area.

It is marked by a windmill installed in 2005 to generate wind power for environmental learning. This park also offers a very nice view. It is a good place to relax and get away from the Tokyo crowds for a while.
