The boat launch at Zenpukuji Park in Suginami-ku, Tokyo is a boat ramp where you can rent foot peddle boats and row boats.
Please note that it is open from 9:00 am to 5:00 pm on Saturdays, Sundays, and holidays.
Rowboats of the rowing type are available for 600 yen per hour, and cycle boats of the foot type are available for 600 yen per 30 minutes.
